The episodic first half-hour, where we feel the rhythm of Robert Blake's humdrum traffic beat, is pretty remarkable filmmaking. Blake's charm, Conrad L. Hall's intense close-ups and the assured direction suggest a stronger film than the rest of what follows. A police drama, it seems, isn't a police drama without a homicide and histrionics. A few big speeches and an insanely long final shot are dopey and self-indulgent.
