It's hard to give a rating to a film like this. Is it an Important Film? Certainly. Is it a Good Film? Well, yes, if one ignores the message behind it. But Like Reichenstag's Triumph of the Will, this is an example of an amazing and wonderful talent, being used for the wrongest purposes possible.
