This has to be the best-looking blaxploitation movie ever made, bar none - this movie shows tons of production value. Cleopatra's working for the government and in Hong Kong looking for two pals who were trying to infiltrate a heroin operation... run by Stella Stevens. Not as much martial arts action as you'd expect from something produced by Run Run Shaw, but there is quite a bit of gunplay and kinetic chase scenes.

The first Cleo movie is a by-the-numbers blaxploitation flick that's pretty forgettable, especially compared to Pam Grier's role as COFFY that same year. But forget all that; WB went all out on this criminally under-known sequel that trades the urban American setting for the Far East - co-produced by the legendary Shaw Bros! This movie is totally nuts from start to finish, a blax-fu mash-up full of bizarre characters, goofy humor, and constant action that earned an R rating in the process (up from the first film's PG). Cleo's make-up and outfits are completely ridiculous (even by 1975 standards, I think), but it just adds to the fun. Extremely enjoyable film, highly recommended for fans of either genre.
