The Outfit 1973
This movie contains a significant portion of the cast from Kubrick's The Killing for some reason. Hard to call neo-noir since it seems so unreconstructed. It IS noir.

The Hot Spot 1990
CityTV in Toronto screened this film repeatedly in the 1990s and I saw it probably a few times to catch a glimpse of VM and JC's bods. It's one of those neo-noirs set in a present that is somehow also the past - people drive old cars and wear what the 1980s imagined people in the 1950s would wear. Guys could take style tips from Don Johnson in this film if they cared. Unfortunately, I must've downloaded a Blockbuster version because the version I watched the other night wasn't half as salacious as City-TV's. For fans of Zalman King and Red Rock West.

L.A. Takedown 1989
Most will come to L.A. Takedown having already seen Heat, so although the film is often introduced via a line something like "before there was Heat..." in truth, this movie exists AFTER Heat. This time-warp quality explodes your brain a bit as you wonder what it might have been like to watch this film on TV or on VHS, if you would've been able to recognize the Hawksian codes of professionalism exchanged between handsome soap-opera facial voids.
