I'm not American. I don't really know much about J Edgar Hoover, just the odd bit of general knowledge or trivia, so I was quite interested to see this film, if only to learn a bit more about this character that has always sounded quite interesting to me.
In that respect, it delivered. Sure it was pretty dry and had that familiar Clint Eastwood direction, but I enjoyed it. I found it fascinating at times, thought the performances were entertaining and the plot engaging.
The main criticism I have is that although it wasn't too long, it certainly felt like a 2 hour long film. It definitely did not have a quick pace to it. Bit of a case of slowly slowly catchy monkey(/produces an evenly paced and decent film.)
It won't appeal to everyone, but if you like your political dramas, or your biopics, then you'll more than likely enjoy this. Mystic River, Million Dollar Baby and Gran Torino are the other films of his I've seen and I definitely preferred this to the others.
I can appreciate that sitting in uncomfortable chairs in a big cinema might make it seem longer than it is. I thought the pace wasn't too bad. Admittedly, it got to about the 90 minute mark and I did check how long was left to go... Didn't think it was overly long though.

Just a suggestion to watch Unforgiven, in my opinion still his best film.
