the movie doesn't make sense. in the united states, a taxpayer cannot be deemed "gross[ly] negligen[t]" in their filing, rather either simply negligent or the much more severe fraudulent. the classification of gross negligence, as performed by a taxpayer, is applied when an entity fails to properly apply taxes to merchandise it introduces into the national commerce (see 19 U.S. Code § 1592)
