Somehow this team took what is truly an interesting story rife with wild characters and (unbelievably) a treasure-trove of original footage... and YET produced a film that feels 10 hours long.
All the great questions that could be asked about the intersection of theater and engineering, sustainability and present day climate change, bad actors and misdirection... were either blankly suggested or ignored completely.
From a purely "content presented" perspective, this film is probably a 3/5. I'm subtracting points for the Squander.
