This has maybe some of the clunkiest Marvel world-building since Iron Man 2 and frequently fails to look anything other than ordinary but is carried through the rough patches by the strength of Brie Larson's performance. I thought we'd got past the point with comic book movies where we say "well, now the origin's out of the way, the sequel should at least be good" but apparently not.
I don't know if I'm being harsh on Boden/Fleck but it's really hard to tell what they brought to the party here. Yes, there are some nice moments of dialogue and humour (particularly involving Ben Mendelsohn's character) but nothing that feels distinct - compare and contrast to James Gunn's two Guardians movies.
Still an enjoyable film to watch, and there are some moments in particular I'm sure will be great to rewatch, but ultimately falls into the Dark World category of 'failed execution'.
