It's clearly better than the first one. This one has jokes that don't only rely on stereotypes or just on someone doing something that's supposed to be funny. Even though I still prefer Lieutenant Harris as the antagonist (Move it, move it, move it!) I think that Mauser and Proctor have a lot more personality than Harris and his henchmen in the first one. And this even has a storyline which give these characters something that makes them likable.
Mostly it's still just people doing funny stuff without set ups.
