More of a watchlist for myself, so don't expect this to be definitive or complete or pure or anything like that. Gonna really skirt a definition of "video" in this list so I can include some other interesting stuff (computer graphics, art that can work just as well in the "black box" as the "white cube", et al.).
That being said, I'm also only going to include the two most famous works from each video artist so the list doesn't drown in the sheer amount of Albert Serra, Lillian Schwartz, etc. So, if you're looking for more, just click on a film, click on the director's name, and go wild. So, why collect all of this in one list? I find that "experimental" and "avant-garde" films are pretty well catalogued on this site (check out this and this). But video art, since it takes performance and conceptual art rather than film history as its influence, remains under-represented. Even the Paik stuff only has a handful of views here! So, I hope this list will curb some interest in the direction of performance, conceptual, and video art as well as expand the definition of what the moving image can be.

Video Data Bank, basically the Criterion Collection of this stuff
Plenty of good stuff on UbuWeb
A more definitive watchlist

Books
Chris Meigh-Andrews's A History of Video Art: simply the best. I got most of the titles here from this book.
Whitechapel interview series for "Moving Image" has a lot of good insight into these artists' motivations / inspirations.
A lot of good words on more contemporary works in Gabrielle Jennings's collection
Haven't delved too far into this, but it seems very promising: a history of the relationship between movie theaters and museums re: the moving image, Between the Black Box and the White Cube.
