This is one of those movies I always find isn't the sum of its parts. We've got a huge guy dressed as a cop murdering people with Tom Atkins and Bruce Campbell investigating. It should be great, but it's just okay. It's more focused on the investigation and slow motion flashbacks than cool, exciting or bloody action. The kills are pretty tame. It's a combination of police procedural mixed with a slasher and it doesn't work as well as it probably should. It also needed more Tom Atkins. Not bad overall, it just should have been better. Followed by two sequels.
