Yes it's as crazy as everyone's saying, but that's probably all it has going for it.
It feels as if it's written as it goes, with so many flaws and impossible amount of variables that need to go right for plans to be executed and though each part is relatively effective on their own it just doesn't ad up to a cohesive whole. But you just have to give up on whatever expectations you have and submit to the insanity.
And it is a lot of fun to see just how messed up things get. Films these days (Including genre films) appear to have lost their nerve to take on this kind of dark subject material but The Perfection dives in head first even if the execution's not particularly great.
