i actually like a lot of the concept of what this film is doing, but really at this stage tarantino is his own worst enemy. over-long and never really taking off, the film is pleasant and amusing enough to sustain interest, but ends up being little more than yet another vanity project. fun, but would ACTUALLY BE BETTER IF WRITTEN BY SHANE BLACK.
i guess the litmus test for this is: do you enjoy the idea of tarantino playing around with late-60s hollywood for 3 hours? if yes, this is for you. the films doesn't have that much more to offer.
