I did not need a 4 hour documentary to know that bureaucracy is at once soulless, absurd and useless. Watching those elements play out over the span of a decade, however, still feels jarring and essential. This was perhaps not the best jumping off point for a director coming off of a 23 year hiatus and whose first film came out in 1972, but I loved it nonetheless. A few reservations about some decisions made in the latter half of the film aside, I implore all to seek it out.
