Relentlessly engaging, Johnnie To's Drug War is a film that continually subverts one's expectations. A villain escapes only to be caught immediately, an inevitable car chase never materializes. Most pointedly, for the first hour it's an action film without any action. To throws in some unexpected characters whose quirks are more than just wacky eccentricities, and he sets scenes in locales that are somewhat unfamiliar in action films. The plotting is crackerjack, moving along at an assured pace without once dipping into a lull or ever feeling rushed.
