Not as smooth as Chan's best movies, narratively or tonally (those passionate anti-pirate/gangster tirades seem pretty out of place in a movie so loaded with gags and slapstick), with the action and stunts not as satisfyingly distributed either. But this is still Jackie Chan, Sammo Hung, and Yuen Biao teaming up to fight pirates, so probably mandatory viewing for some. Bicycle and clock tower sequences are incredible though.
For years I'd misjudged the content of this movie by its title, assuming it was some science-fiction thing about a mysterious "Project A." I probably would have enjoyed that movie a little more.
